Cultural Entrepreneurship, Cultural Heritage and Cultural Cooperation within EEA Grants 2014-2021

The objective of the EEA Grants 2014-2021 is to contribute to the reduction of economic and social disparities within the EEA and to the strengthen bilateral relations between the Donor States and the Beneficiary States.

In December, 2017 the Donor States (Norway, Iceland and Lichtenstein) signed the Memorandums of Understanding (MoUs) with the Republic of Latvia on implementation of the EEA Financial Mechanism and Norwegian Financial Mechanism. The MoU stipulates the Ministry of Culture of Latvia is the programme partner in the Programme “Local Development, Poverty Reduction and Cultural Cooperation” (hereinafter – Programme) operated by the Ministry of Environmental protection and Regional Development.

Within the programme culture area 2 open calls for project proposals will be launched. The aim of the open call is to create cultural products in the field of professional contemporary arts and culture for children and youth.

Total programme grant available within the open call is 3 192 354 euro, including national co-financing 15%– 478 853 euro and EEA Grant  85 % – 2 713 501 euro.

The goal of the programme culture area is to improve access to professional contemporary arts and culture in all regions of Latvia.

Target audience of the projects (final beneficiaries) – schoolchildren and youth.

Planned implementation of the programme – year 2020.

Components of the Programme culture area:

  • Creation of products of professional contemporary arts and culture in all regions of Latvia and in cooperation with donor project partners and also engaging the target group;
  • Audience development and development of competences of cultural awareness and expression.

In order to ensure co-creation of new artistic and cultural contents (products of professional contemporary arts and culture) in cooperation with the donor project partners, activities such as the creation of new cultural products (e.g., plays, performances, concerts, prose and poetry readings, exhibitions, master classes, workshops, etc.) will be supported. It is planned that interaction with the target group can be organized in various forms and at different project stages, taking into consideration the nature of the project, for instance, discussions, workshops, etc. The Programme should comprise all genres including stage arts, music, films, design, architecture. Furthermore, engagement of the educational institutions (schools) in the implementation of the project is an enabling factor for the interaction with the target audience.

In order to contribute to audience development such activities will be supported as discussions, seminars, trainings, incl., to the professionals of the cultural and educational organizations, using new and innovative methods and techniques. Likewise, activities provided to the professionals in the field of culture will be supported in order to enhance the capacity and knowledge on reaching a wider audience.

Partnerships with donor state organisations will be mandatory in all projects implemented within programme culture area.

1) including EEA Grant EUR 10 000 000;
