Minorities are a traditional part of Latvian society; their right to their own cultural preservation and development is guaranteed by the Latvian state.

Article no. 114 of the Constitution of the Republic of Latvia (Satversme) states that minorities have the right to maintain and develop their language and their ethnic and cultural identity.

The Ministry of Culture aims to promote civic participation of minorities, support their cultural identity, and promote intercultural dialogue.

The ministry carries out this task in collaboration with minority organizations in the implementation of various measures, such as creative camps, cultural ambassador programs, and youth participation programs, which have a wider impact at national level.

Minority participation is ensured by regularly organizing cooperation platforms and advisory councils.
